VACANCY NOTICE- DEBT ANALYST
The Human Resource Management Department on behalf of the Ministry of Finance wishes to invite suitably qualified persons for the position of Debt Analyst on a full-time basis.
Duties and responsibilities of the post include but are not limited to the following:
- Formulate, implement and monitor the Medium Term Debt Management Strategy
- Prepare and update the government’s annual and medium term borrowing plans
- Prepare assigned sections of the Debt Sustainability Analysis
- Evaluate new loan proposals
- Prepare a quarterly analysis of the overall performance of the public sector debt
- Prepare a quarterly analysis of the performance of the Government’s investment portfolio
- Update the Investment and Debt Management Unit’s Manual on an annual basis
- Undertake research activities, prepare reports, provide comments/ recommendations on investments, and public debt management
- Provide comments on ECCU member country prospectuses and participate in the the preparation of prospectuses for GOSKN’s issuance of securities
- Process loan and credit agreements and government guarantees
- Prepare Cabinet Submissions as requested
- Provide information/data that may be requested from the international and regional institution
Qualifications and Experience
- Bachelor’s degree in Economics
- Strong analytical, research and writing skills
- At least (2) two years of relevant working experience
