POST-CABINET BRIEFING FOR MONDAY MARCH 27, 2023

Basseterre, St. Kitts, March 29, 2023 (Cabinet Secretariat): The Cabinet Ministers met under the Chairmanship of the Prime Minister, The Honourable Dr Terrance Drew, on Monday, March 27th, 2023, and made several important decisions to improve the welfare of our people.

In 2018, the Eastern Caribbean Supreme Court (ECSC) launched its electronic document filing and service platform known as the E-litigation Portal. The first phase of the implementation of the Portal was in the Court of Appeal and new civil matters in the High Court. The second phase of the platform dealt with the delivery of electronic services in the Magistratesโ€™ Courts, which has been launched in all the ECSC States, except for St. Kitts and Nevis. To correct this, the Cabinet has approved the Magistratesโ€™ Code of Procedure (Electronic Litigation) (Filing and Service Procedure) Rules, 2023. The policy will provide greater efficiency, timely access to justice and the modernization of our legal system within the lower courts of summary jurisdiction. It is anticipated that one of the advantages of this kind of system is to expedite the processing of matters and to reduce the extent of paper that typically accompanied filings in the past.

During this week, Minister of Tourism et al, The Honourable Marsha Henderson will be attending the Seatrade Cruise Global, the leading annual business-to-business event that brings together buyers, suppliers, high-level cruise executives, and chief executives of the worldโ€™s largest cruise organizations from 140 countries and over 300 international journalists. The Honourable Attorney-General Garth Wilkin will be participating in the House Democracy Partnershipโ€™s Second Summit for Democracy which will provide opportunities for reform-oriented Members of Parliament to connect and learn more about their shared responsibilities and democratic practices.

The Cabinet recognised the recent passing of human rights activist and leader, lawyer, professor and author, Mr Randall Robinson, who died at the age of 81 in St. Kitts, where he lived for over 20 years. Robinson was one of the leaders of the Free South Africa Movement in the 1980s and fought tirelessly to end apartheid. He also was an impassioned activist for Haitian democracy and founded the Washington, D.C.-based foreign policy advocacy organisation TransAfrica in 1977, to promote โ€œdiversity and equity in the foreign policy arena and justice for the African World.โ€ The Cabinet extends its sincerest condolences to his wife Kittitian Hazel Ross-Robinson, his children, and their entire family.

The Prime Minister, the Honourable Dr. Terrance Drew, along with Cabinet Ministers, will host his monthly press conference this Thursday, March 30 at 10:00 a.m. at the National Emergency Management Agency (NEMA) Conference Room. Prime Minister Drew will use Thursdayโ€™s press conference to update citizens and residents on various matters of national importance.  The press conference will be carried live on various social media platforms and radio stations.
