Circumstances Preliminary investigations indicate that Ms. Welcome was traveling east when Mr. Francis, coming from the opposite direction, collided with her vehicle. Ms. Welcome’s car was subsequently pushed into Mr. Kelly’s vehicle which was parked on the mountainside of the road
