OPEN CALL FOR PROPOSALS Justice Mural Initiative
Issued by the Ministry of Justice and Legal Affairs, Government of Saint Kitts and Nevis
This initiative is being implemented under the Justice Action Coalition Catalytic Fund in partnership with the United Nations Development Programme Multi Country Office for Barbados and the Eastern Caribbean.
1. Background and Reform Context
The Ministry of Justice and Legal Affairs is continuing its work to strengthen people- centred justice in Saint Kitts, with a growing focus on community engagement, public awareness, and restorative approaches to justice.
As part of this effort, we are introducing a Justice Mural Initiative- a public art project, designed to translate key justice concepts into something visible, relatable, and meaningful for the wider community.
This mural will serve as a public- facing representation of justice reform, while also creating opportunities for youth engagement, creative expression, and community participation.
2. Objective and Thematic Direction
We are inviting artists to develop creative concepts that communicate restorative justice principles in an accessible and engaging manner.
Designs should incorporate themes such as:
- Accountability and responsibility for harm caused
- Repair and healing, including making amends and restoring relationships
- Dialogue and understanding between individuals and communities
- Reintegration of persons back into society
- Community participation in resolving conflict and preventing harm
- Prevention and early intervention, particularly in relation to youth and vulnerable groups
3. Location and Measurements
Location: Newtown Playing Field (facing the Agro Strip)
Wall Length: Approximately 40 x 9 Feet
All designs should be prepared with the scale of the wall in mind.
4. Eligible Applicants Eligible applicants include:
- Local artists
- Art students
- Creative collectives
- Youth groups
We welcome both established and emerging creatives who are interested in contributing to a national initiative. Individual and team submissions will be accepted.
5. Structure of the Open Call
- Design Submission Phase
We invite artists to submit original mural designs aligned with the thematic direction above.
Submissions should include:
- A visual concept (sketch or digital rendering)
- A brief written description explaining how the design reflects restorative justice themes.
Proposed materials and approach

Deadline: 2nd July 2026
- Selection Process
A review panel will assess submissions based on:
- Alignment with restorative justice themes
- Creativity and originality
- Feasibility of execution
- Potential public impact
- Commissioning
- One (1) design will be selected
- The selected artist will be formally commissioned and paid to execute the mural

6. Implementation Approach (Post- Selection)
- The commissioned artist will lead the painting and overall execution
- Engage a minimum of 15 direct beneficiaries
- Maintain anonymised participant or case tracking records
- Document outcomes achieved
- Participate in one coordination meeting
- Submit mid-term and final narrative and financial reports
The selected proposal will receive funding and implementation support from the Ministry of Justice and Legal Affairs under the Justice Action Coalition Catalytic Fund and in partnership with the United Nations Development Programme Multi Country Office for Barbados and the Eastern Caribbean.
7. Timeline

8. Submission Process
Applications must be submitted RestorativeJustice@gov.kn by 11 :59 p.m. on 2nd July 2026.
Incomplete or late submissions will not be considered.
