BASSETERRE, St. Kitts, August 9, 2018 (Press Unit in the Office of the Prime Minister) – The recent investments made by the Team Unity Government of St. Kitts and Nevis to enhance the technological capabilities of law enforcement agencies in the country are yielding the desired result—a reduction in the commission of crimes in the Federation.

This investment in the technological advancements of the security forces, particularly the Royal St. Christopher and Nevis Police Force (RSCNPF), was propelled in 2016 when the Government, with assistance from the Government of the Republic of China (Taiwan), undertook phase 1 of the multimillion-dollar Closed Circuit Television (CCTV) Project.

DATA COLLECTION EXERCISE FOR GOVERNMENT’S POVERTY ALLEVIATION PROGRAMME RESUMES

 

BASSETERRE, St. Kitts, August 8, 2018 (Press Unit in the Office of the Prime Minister) – The data gathering exercise for the Government’s landmark Poverty Alleviation Programme resumed across St. Kitts today, Wednesday, August 8, following a break for the observation of the two public holidays in the Federation.

The data collection drive, which commenced on Wednesday, August 1, is the first phase of the historic household assistance initiative which will see the Government of St. Kitts and Nevis providing financial support in the amount of EC$500 per month to those households whose total gross monthly income falls below EC$3,000.

A total of 17 application centers are being operated in St. Kitts between the hours of 10am-6pm Monday to Friday. As of today (August 8), the Estridge Primary School opened its doors as a designated application center to accommodate applications for residents of the Mansion area.

Persons who fall within the parameter of the programme’s criteria are strongly urged to visit the assigned application centers with their relevant information including proof of address, such as a utility bill issued within the last two months; a picture ID, such as a passport, driver’s license or Social Security card, as well as your Social Security number and the most recent pay slip.

The registration exercise is expected to commence on Nevis shortly following the conclusion of the Culturama celebrations.

Prime Minister Dr. the Honourable Timothy Harris, along with his Team Unity Government, is being commended for the insight, vision and commitment in delivering the historic Poverty Alleviation Programme, which was one of the major commitments made by Team Unity in the build up to the 2015 General Election.

The programme designed to help disadvantaged households meet some of their essential living expenses and, in so doing, improve their standard of living.

Phase two of the programme will consist of an investigative and assessment process, at which time the data collected will be verified to determine whether individuals who have applied for the assistance are genuinely eligible. This is to prevent any abuse of the programme.

Phase three will involve the actual payments to qualifying households, which will start as soon as practicable.

LOCAL INVESTIGATORS SEE SUCCESS WITH CCTV IN THEIR CRIME-FIGHTING ARSENAL

The 345 closed-circuit television (CCTV) cameras installed in Phase One of the Cities and Roadways Surveillance System CCTV Project play a key role in crime fighting due to their high evidentiary value and deterrent factor.  Phase One covers Basseterre and its environs.

“A number of serious crimes [including robberies, break-ins and larcenies] has been solved directly as a result of video footages produced by these cameras,” says the Final Report on the CCTV Surveillance Project (Phase One).

It adds: “Images produced by these cameras have provided useful information in a number of shooting incidents.”

The Final Report on the CCTV Surveillance Project (Phase One), written by Permanent Secretary in the Ministry of National Security, Mr. Osmond Petty, was prepared with input from the Telecommunications Department and the Violent Crimes Unit of the Royal St. Christopher and Nevis Police Force.

The report attributes the decrease in serious crimes to the Taiwanese-funded EC$5.25 million project, noting that, “There has been a significant reduction in the commission of serious crimes (homicides and non-fatal shootings) in areas where the cameras are installed, thus underscoring the project’s proactive and deterrent value to crime fighting.”

It goes on to note that, “Gun-related crimes dropped from 33 in 2016 to 19 in 2017 or 42%; while at the end of June 2018, the number of incidents stood at 5 as compared with 10 for the corresponding period last year, a 50% decline.”

The report says continuous monitoring of the cameras assists the Royal St. Christopher and Nevis Police Force in determining the truthfulness of alleged claims and in responding to incidents, such as fights and verbal confrontations, thus preventing their escalation.

“The installation of these cameras has allowed for the utilization of Police manpower resources in other areas not covered by this project, thus expanding the presence of the Police,” the report also notes.

The cameras are powered by VIVOTEK, the leading network surveillance solutions provider in Taiwan.
